Cloaking refers to serving one version of a landing page to Meta's automated review systems (a compliant-looking page) and a different version to actual ad viewers (the real, often non-compliant offer), typically detected by IP address, device fingerprint, or referrer. It exists specifically to get non-compliant offers past ad review.
