Meta has moved the effective date of its updated Commercial Terms and Self-Serve Ad Terms from October 30 to November 20, 2026. The delay follows complaints from publishers and advertisers to EU and UK competition authorities about a clause that lets Meta crawl websites linked to business accounts. Meta says it needs time to explain what is and isn't changing; so far it has not announced new wording.
What changed
Meta disclosed the delay on October 23. Both documents now take effect on November 20 instead of October 30. Reporting on the postponement says no revised text came with it, so the version advertisers were notified about is still the one on the table.
The most contested part is the crawling clause. It authorises Meta to use automated tools to access websites connected to a business's Meta products and pull updates periodically, for providing, developing and improving its advertising and business products. Earlier explicit language about AI training was removed after the first wave of criticism, but critics argue the remaining wording is still broad.
Why Meta hit pause
Publisher groups including the UK's News Media Association, the European Publishers Council and WAN-IFRA pushed regulators to intervene. The European Commission said it welcomed the postponement while talks continue. Meta says it is extending the date to explain the changes to partners, and that site owners can keep using robots.txt to signal crawling preferences.
That robots.txt commitment sits in Meta's public statements, not in the contract text itself.
Who it affects
Every business that uses Meta's ad and business tools, not only publishers. The terms apply on an acceptance-by-use basis: if you keep advertising after the effective date, you are treated as having accepted. The same delay applies to the related provisions on advertiser responsibility for AI-edited ad content that were due on October 30.
- Advertisers with landing pages and stores linked to a Pixel, catalog or Page
- Agencies and media buyers who manage ads for clients under their own business portfolio
- US businesses that may want to use the arbitration opt-out window that opens on acceptance
What to do before November 20
Use the extra three weeks. Read the preview of the Commercial Terms, check which domains are tied to your ad accounts, and decide whether your robots.txt reflects what you want crawled. If clients ask, give them the new date and point out that the final wording may still change before it lands. If you are running ads on accounts supplied through Power Ads, the terms still apply to the ads you run, so keep your own landing-page policies in order.
What it means for you
- New effective date for both term sets is November 20, 2026, not October 30.
- No new wording yet: plan around the current preview text until Meta publishes changes.
- Review robots.txt and which domains are linked to your Pixels, catalogs and Pages.
- Continuing to advertise after November 20 counts as accepting the terms.
