Meta's quarterly report for the period ended September 30, 2026 breaks revenue down by region and repeats its warning on less personalized ads (LPA) in the EU. Europe grew, but slower than North America, and the filing says the DMA appeal could still force changes that hurt European revenue.
What the filing shows
Total Q3 revenue was $64.6 billion, up about 26% from $51.2 billion a year earlier, with advertising at $63.1 billion. By region, Meta's figures work out as follows.
Note that Meta reports these regions by customer address, meaning where the paying advertiser is billed, not where the audience sits. A US-billed agency spending on European users counts as US and Canada revenue.
- US and Canada: $26.2 billion, up about 33%
- Rest of World: $7.4 billion, up about 30%
- Europe: $14.0 billion, up about 21%
- Asia-Pacific: $17.0 billion, up about 19%
The LPA and DMA warning
Meta launched less personalized ads in the EU, EEA and Switzerland in November 2024 after feedback from the European Commission under the Digital Markets Act. The Commission ruled in April 2025 that the 'subscription for no ads' model did not comply and fined Meta EUR 200 million. Meta appealed on July 4, 2025 and says it has made significant changes to LPA since.
The 10-Q warns that further modifications could be imposed during the appeal, with what it calls "a significant impact to our European business and revenue." No figure is given for how much LPA has already cost.
DSA cases are still running
The same filing lists open Digital Services Act proceedings. The Commission issued preliminary findings on April 29 and July 10, 2026 in a case on minors, including a view that under-13s are present on Facebook and Instagram and that both have potentially addictive design features. A separate case covers content reporting, appeals and researcher data access. Meta can respond and appeal any final decision.
What to do about it
None of this changes your campaigns today, but it is a reminder that EU audiences can lose targeting signal on short notice. Users on LPA see ads based on limited data, so expect weaker retargeting and lookalike performance on that slice of inventory.
Build EU campaigns that do not depend on deep behavioural data: strong creative, clean Conversions API events, broad targeting and first-party lists you are allowed to use. Track EU results separately so a regulatory change shows up in your numbers quickly.
What it means for you
- Europe grew about 21% in Q3 versus about 33% in the US and Canada
- Regional revenue is by advertiser billing address, not audience location
- Meta says DMA appeal changes to LPA could significantly hit Europe
- Report EU performance separately and lean on CAPI and first-party data
