Meta Puts Its New Commercial Terms on Hold Indefinitely

By the Power Ads operators31 Oct 20262 min read

Meta has postponed its updated commercial terms for advertisers and business partners indefinitely. The terms had already slipped from October 30 to November 20; Meta now says it will not change policy until it has run a full consultation with industry groups, which could go past November 20. Until then, the existing terms keep applying.

What changed

Reuters reported on October 28 that Meta is pausing the rollout of the new terms after objections from publishers and digital advertisers. Meta said it had "heard publishers' feedback" and does not plan policy changes without consulting industry groups and leaders first.

This is the second delay in a week. The original effective date was October 30, then Meta moved it to November 20. That date is now soft: if the consultation runs longer, the new terms wait too.

Why the terms drew fire

The update would have let Meta crawl websites linked to business accounts and use what it finds in its AI products. Publishers and advertisers complained to EU and UK competition regulators, arguing the wording handed Meta broad, open-ended rights over their content.

Meta denies the terms would grant unlimited rights. Pausing them may also help it avoid formal regulatory action while those complaints are assessed.

Who it affects

Anyone running ads or using Meta business tools agrees to these terms, so the pause applies to every advertiser, agency and partner. Nothing in your account changes today: the terms you accepted before remain the contract.

  • Brands and publishers with sites linked to their business portfolio
  • Agencies managing client assets under Meta's business terms
  • Legal or compliance teams who were preparing for an October 30 or November 20 switch

What to do now

Do not rip up any review work. The consultation will likely produce revised wording, and it may still include crawling or AI-use clauses in some form. Keep notes on which sites are linked to which business assets so you can assess the next draft quickly.

If you were planning to unlink domains or restrict crawler access ahead of November 20, there is no deadline forcing that now. Make the decision on its own merits rather than under time pressure.

What it means for you

  • The current terms stay in effect; nothing changes in your accounts yet
  • November 20 is no longer a firm date for the new terms
  • Expect revised wording after Meta's industry consultation
  • Keep a map of domains linked to each business portfolio for the next review
